Himachal Pradesh technical university conducts Himachal Pradesh common entrance exam (hpcet) every year for admission of students into colleges with various courses.
HPCET has a minimum cut off of 60 marks for general category.
As you scored 61 marks you have fair chances to get into government colleges for b pharm.

On comparing the cut off marks of the previous years, these are the two colleges where you would be offered a seat.

Everything is relies on level of difficulty of test but still 49 in obc category is not sufficient for taking admission in govt. college for btech but still there are possibilities of getting good Colleges in your home state through your score...try for guiding round or councelling round this might bring you better possibilities of getting a better college.

You scored decent marks enough in HPCET exams to get admission in good engineering college. As you belong to ST category yes there are chances that you will get admission in Government colleges but not in top and reputed one.
At the same time try applying for private colleges.
