Congratulations for your Good marks.
It is quite difficult to get admission but don't loose hope you can try to get admission. According to your previous year cutoffs. the cutoff of BA Hons Spanish is 62 and you get 61. You can left with only 1 marks but don't loose hope you may get admission in JNUEE BA Hons Spanish. For more information, I'm providing you a link:

JNU Exam for BA Program consists of 100 questions in MCQ format, the exam is conducted for three hours in two parts, the first one consists of sections such as Reasoning, Comprehension, English Grammar, Language for 50 marks and second part is descriptive test of remaining 50 marks, the medium of question paper is set in English language only, you can get previous year paper at https://admissions.jnu.ac.in/searchquestionpaper.aspx
Candidates appearing for JNU admission must have completed Senior School Certificate or equivalent
examination with a minimum of 45 per cent marks. Candidates who are waiting to appear in Senior
School Certificate or equivalent examination are also eligible to apply.
The Jawaharlal Nehru University constituted under the Jawaharlal Nehru University Act 1966, (53 of
1966) came into existence in 1969.
JNU is one of the best University and a lot of students have the desire to take admission in that
university. Anyhow you can always go to the website of JNU and read the e-prospectus. That will guide
you through the admission procedure for each course.
The last date to register and apply for JNU was till June 30, 2020, due to the COVID-19 impact. The JNUEE admit cards has been released online on September 24, 2020. The JNUEE 2020 exam dates have been announced and are scheduled to be conducted from October 5, 2020, to October 8, 2020.

It's mostly depends on the alloted thing.
You get according to your rank , caste , income, gender etc. But probably when you get 1st one you can't select the second one , you get the one allotted to you , you can't use from your side.
They allot you the thing be it 1st one or 2nd one.

IF we are talking about Master in Arts course specialization of geography in hindi language then we are really sorry to say that No ,they are not provides in hindi languages they are teaching in English and books are written by English languages but they are teaching in normal English languages not so much highly and if you have any doubt then you can use hindi languages for asking .
