The aggregate criteria for all Categories is one and the same. According to the e-prospectus https://jnu.ac.in/admission/e-prospectus-2020-21.pdf, you should have completed your Bachelor's degree in a 10+2+3 format with a minimum aggregate of 50%. It is 50% if you have Social sciences as subjects and its 55% if you studied Science and Technology disciplines. So unfortunately with 45% you are not eligible.

Yes, you can do MA in International Affairs after Btech if you want to change the course of technical degree and move to a non-technical course.

JNU doesn't offer Psychology as a course But it is one of the subjects in the curriculum of various courses like Social Sciences in Health, Educational Studies, Social Systems, Women Studies.
