Due to recent conditions of lock down , JNU has extended all of it's entrance examination dates and application form filling dates also.
It has extended the deadline of registration and submission of application forms for the JNUEE 2020 entrance examinations to May 15, 2020.
So , right now there is no confirmation on date ,I advise you to check official site frequently for latest updates :

Yes, you can apply for Jawaharlal Nehru University entrance exam for undergraduate courses whether your result has been declared or not. Result is needed at the time of counseling procedure. In the application form you need to fill only registration details of class 12th.

Admission in IISER
SCB Channel Students who have passed 12th class with science stream in 2018 or 2019 are eligible to apply for admissions and appear for IAT. However, they will be considered for admissions to the degree programmes only if they obtain the cut-off marks specified for their board. Students applying through SCB channel will have to appear in the IISER Aptitude Test (IAT) which will be conducted at various centers across the country.
JEE-Advanced Channel Candidates in General category securing a rank within 10000 in the Common Rank List (CRL) of JEE Advanced are eligible to apply. For candidates belonging to the reserved category (OBC-NCL, SC, ST, PD), their category rank should be within 10000.Additional cut-off criteria i.e. marks obtained in 12th examin is also applicable.
KVPY Channel Candidates having a valid KVPY fellowship commencing from 2019-20 academic session are eligible to apply for admissions.

Yes, there is a UG course on Computer Science in Jawaharlal Nehru University(JNU), New Delhi.
Bachelor of Science (B.Sc) in Computer Science is a full-time three-year undergraduate degree course offered by JNU at National Defence Academy, Pune.
You can take admission in this course by clearing UPSC CAPF exam.
JNU also offers B.Tech and M.Tech in Computer Science and Engineering which is a 5 year full-time integrated course.
