There is no criteria in Delhi Technical University to get admission directly. Eligibility to get admission in DTU are as follows :

You must have qualified JEE Mains with rank less than 150000, only then you will be called for counseling. 

Your boards marks must be atleast 75%.

Sorry you can't able to get admission in any IIITs and any government engineering Colleges with this rank. You had to scored atleast 16k rank in OBC category for IIITs. I suggest you to go for any good private college or starts your preparation for next year.
