I got 94.21 percentile in CET , can I get admission for BTech in government college ?

Yes, you can get admission in good government college with 94.21 percentile. I am not sure on this. But as I can predict it's enough percentile to get admission in good government colleges for B.tech and you can get any good branch like CSE. Try to get admission there.
