According to last year's statistics, yes you can get admission in a nit or iiit. However, if you want CSE, IT, ECE or any such branches, you might not get top NITs but you can easily get yourself in the new ones.

The category document doesn't concern about the place in which it is made. You should have a valid document stating your category for admission in vatecate in NIFT or any other institute. Validity of the document matters only it doesn't matter where it has been made. Hope this
In case you are talking about NEET, the closing rank for admissions to MS Ramaiah Institute Medical Sciences under all India Merit Quota was around 12,700.
Whereas for admissions through COMEDK the closing rank for admissions under all India Quota had been in the range of 1900 to 2200.
