According to the eligibility criteria this year, you are required to qualify either of the two exams- TANCET 2019 or GATE 2019 to be eligible for TANCET counselling. So, you cannot use GATE 2018 score card to apply for TANCET counselling.

No, it won't. But if there is any reporting center where counseling happens then you should go and carry forward the name for the next counseling. If there isn't any then stay calm wait for the special round.

If you have forgotten to apply for the all India quota second round of counselling then you can apply for the mop up round and also if you have applied for the first round  and not alloted any seat then you are automatically taken to the second round

No rules are similar to JOSAA only, you don't need to go for ARC again if its not your first time. You can also refer to the rules on official website or career360.com and you can confirm for yourself. CAP Round 2 results will be out in a few days

All India quota counselling and state quota counselling are taken differentently and by different organizations. 

So you can participate in both the counselling but you can  not take admission in both colleges alloted  in the different counsellings. You have  to take only one college  either through state quota
