If you have forgotten to apply for the all India quota second round of counselling then you can apply for the mop up round and also if you have applied for the first round and not alloted any seat then you are automatically taken to the second round of counselling you just have to do so new choice filling for round 2.
For any other information you can ask us.
If you had already registered for round 1 of counselling then there was no need to register for second round of counselling. You just had to fill fresh choices for round 2 to participate in round 2.
But you are asking this question today that means you have not done choice filling and payment for round 2. If this is true then you are late, yesterday was last day for choice filling. Now you need to wait for mop-up round which is scheduled in second week of August. I would also like to request you to keep a check of dates and visit the official website regularly for further notices.
