Your marks are too low to get you a seat in government medical college of Haryana under all India quota as you are from Haryana . For private colleges of Karnataka too you can't apply under state quota . For private colleges in Karnataka you need to apply through

Just follow the DTE counselling procedure. They will ask for the score card only after it is made available, not before. You just have to enter other details. It is after the cap rounds and after you are allocated a seat, that you have to upload the score card photo.

"New registration over" is for 2018, the website is jammed that's why it's not working properly at the moment, just have a bit of patience, the counselling will happen on the scheduled dates only 19-24, wait for the time being.
