No, you can apply for state counselling of your state.

A student can apply for both state counselling as well as all India counselling.

For state counselling visit the official.website and register there. Same way for all India counselling register on mcc.nic.in

You can even sit for counselling

i think im late to respond you but in case if the councelling is still runnig there may be chances if you didnt attent on the given date.

as under certain rules in this year student can visit the counselling center in the period before the councelling dates

All india counselling in NEET has not included the EWS category yet as the cutoff marks for the same hs not been declared yet. But EWS is applicable in some states of india and you will be able to apply through the EWS quota through state counselling. Supreme court stayed

The AIQ  counselling start date is 19 June, when registration starts up to 24 June.25 June is the last day for choice filling and the allotted list would be declared in 27 June and you would have to report to allotted college if any on 28 June.
