You can participate in state quota counselling without participating in all India quota . All India quota is having 15 percent seats in India where as state quota is having 85 percent seats . You can only participate in state quota counselling.

aiq counselling and kea counselling happen separately; so is the case for any state counselling and aiq counselling. so yes, if you get a college alloted to you in any of the rounds in aiq counseling ,you have to do document verification while reporting at the college for admission

Being an outside delhi candidate you may only get private college with your rank and that too with some average branch. Even home state candidates have to struggle when they get 24k rank. If you are ok with any tier 3 private college then it's okay.
