Yes you can fill in secound counselling. If you forgot to fill it in first time don't worry you can try in second time. Many people did the same mistake. Be sure about your college list before you start the second counselling. Don't do the same mistake

So as you are from Delhi; you will easily get CSB within 6th round but you may get some difficulities to get a seat in CSSS upto 6th round ,but have a bright chance to get a seat in CSSS in spot round.

cmc vellore has different counselling process running separately from TN state counselling. go to the official state counselling site and fill in the form for counselling,pay the required fees, participate in document verificatio, wait for merit list, do choice filling and wait for allotment. this is the process

If you have already chose your preference list of colleges for clat, I am afraid you will not be able to change it in couseling since CLAT organising committee is extremely strict about preference, thus you do not have an option to change your preference list.

For applying for cap rounds you don't need to do anything separately but applying for the mht CET counseling would do.

The seat allotments is done through centralised allotment process called cap.
