Yes, you can fill in any way you want to. If you secure the suitable rank you will get the top colleges. But your rank doesn't seem so. Anyways, you still can fill the choice.

No, you can't do that. For admission in NSIT or DTU, you have to apply in JAC Counseling. If you didn't apply, no matter what your rank is you won't get admission in DTU or NSIT.

Similarly, for admission in NITs, IIITs, or GFTIs, you have to apply

For Stream 2:
Candidates will be considered for admission based on their normalised aggregate 10+2 or any equivalent exam scores.
30% of seats will be filled under stream 2.
By this we can say that If you will get good JEE main rank then only you'll be eligible to enter

No you cannot select any quota or seat pool in JoSAA Counselling. The information you fed to the system is automatically utilised to produce the result. You do not need to feed in anything, more accurately you cannot. Your merit and number of students will decide in which quota
