    As i know, there are by other universities, some time is given by University to bring your certificate.
    DU also will give you time for submitting your certificate.

    Most of the states don't allow to appear in 2nd round of counselling if someone hasn't appeared in first one. However, it would be better if you mention your state so that I may provide you more accurate answer.
