Since you are ranked 15 in the exam, you must have been alloted a seat in the Special OJEE - Round I Seat Allotment. The next step after seat allotment is payment of admission fee (Rs. 25, 000) and then report at a nodal centre.

If you have permanent address then you are eligible. There is no mandatory that you need to study 10th or 12th there.
