In NEET UG 2018 counselling round 1 I got the KIMS Karad as alloted seat but due to huge amount of annual fee I am not joining it.

If you got a seat in 1st round and you do not join there then you will not be allowed for 2nd round.
If you get a college in Round 1 and you have chosen for upgrade and you get upgraded college in all India round 2 then your seat from your previous college will get vacated and you will shift to upgraded college.
If you get a college in Round 1 and you have chosen for upgrade and you get upgraded college in all India round 2 then your seat from your previous college will get vacated and you will shift to upgraded college.

Thank you for answering, but Sir the college I got recently raised the fee and before the filling of choice the fee was almost the half of it. And I can't join it.In FAQ of mcc it is given that candidates who got college alloted and didn't join are eligible#category III

You have to report in the alloted college and then you have to submit willingness to participate in second round of counselling. I think you don't actually need to submit the fee.
