Second or third round of councelling you mean?
If yes then that happens Every year and will happen this year too.

If you dont get any seat then the 2 lacs is refundable and it will be refunded after completion of counsellling
There is no mandatory for these cetificates in NEET and AFMC Counselling. However in AFMC Interview, if asked about your extra curricular, then you may express ourself as a NCC Cadet. It will add weigtage to your application !
