No, registering in 1st counselling is a must for further counsellings. If not, you shall not be allowed later to enter the counselling process
You have to register for 1st round to be eligible for counselling. However, if you are not satisfied with your allocation of seat in 1st round, you need not join. Still you can participate in 2nd roung counselling.
