Sorry to say, you cannot get KPC medical college with 313 NEET score as the last year cut off for same was AIR 39391 and marks 460(UR).
Note: Merit list changes every year and the admission would be done only on that basis.

It will be very difficult for anyone to predict that how many students got above 600in any particular region .
That can be cross checked only after the state or union territory release there list of candidates on the basis of merit .If you are a Chandigarh aspirant

I am sorry but with your score its difficult to get a government seat under the 15% AIQ.
Even under state counselling chances seem to be bleak.
However you can try for deemed universities/private colleges. Chances of getting a seat will be higher there.

The thing is your friend cannot use his/ her category (sc) unless the category rank comes down to 10K or 12K. Even if the rank goes beyond that he/ she can get a private medical college but admission cannot be given to a candidate with sc rank more
