Based on the information that you have provided, it wouldn't be possible for you to get an admission in a government college using the All India Quota. But, you should be able to get deemed college via the All India Quota Counselling, provided that you can afford it.

Well as you mentioned you belong to VJ category I'm assuming that you belong to maharashtra. Correct me if I am wrong and ask for queries again. 

So even after 3 percent VJ reservation you need to score a minimum of 450 marks to get into a government
