Yes, you are absolutely eligible to apply for  the b.pharma course in Jamia Hamdard college.

For this the selection is either based on neet score cutoffs for neet appearing candidates, 

or on the basis of aggregate of last qualifying marks of your 10+2 exams if not appeared in

• ForB.E./ B.Tech(Paper 1)- Physics and Mathematics along with one of these subjects Chemistry/ Biology/ Biotechnology are mandatory in qualifying examination.
• For B.Arch./B.Planning(Paper 2)- Mathematics with aggregate 50%

As per your rank mentioned, if you have got a good enough rank in neet. But as 2nd round is also completed, only mop up round is left, so chances are less, you can check the 2nd round merit list

As per your question, According to the rules provided by mci for counseling, you can register for second round directly,  if you hven't registered for first round before. Candidates who didn't get chance to register in first round can register for second round when fresh choices are to be
