All India quota counselling and state quota counselling are taken differentently and by different organizations.
So you can participate in both the counselling but you can not take admission in both colleges alloted in the different counsellings. You have to take only one college either through state quota

It would be difficult for you to get a government or semi government medical college of mbbs or bds with this marks.
But you should apply for the counselling it can be that you get a semi government college as you have st category.
