Hi,
You can have a bds Or bhms seat in your state quota according to your state rank. And there you have to pay about 50,000 or less amount per year as college fees and then you have to pay some hostel fees also after taking admission to the alloted
It can be that already you have registered for the 1st round then you are as it is eligible for taking part in second round you just have to do a new choices of colleges.
That's why it can be it is not taking your registration for second round.

You have 50% chances of getting a seat by the second round of counselling .Just hope for the best and do apply for the private colleges as well as the dental colleges too in the second round to be in the safe side .

The 2nd round for registration for U.P. NEET UG Counselling 2019 has been started from 12 July,2019(10 a.m.) and will end on 15 July,2019 and merit list will be published on 16 July,2019.

Up state second round of counselling will have registration from 15 -18 july. You can register for it in this time period.
And choice filling will be done from 29-31 July.
