Chances are less of getting a seat in a government college through All India Quota with a score of 342. But you do have chances of getting a seat in your state i.e., through state quota as you belong to the ST category. But I cannot tell exactly
With 342 marks, your chances of getting seat through AIQ are very low in almost all categories.
If your category is UR/OBC, then chances in state quota are very less but in SC/ST category, you might stand a chance in state quota.
