Naman , For the tution fee waiver scheme required the latest Income certificate from the competent authority it will be shown during the admission time . I request you to please talk to college authority regarding the same .

If you are from OPEN category, you can still get some of the good colleges in Pune such as PVG for EXTC in 2nd or 3rd CAP round and you can also get MIT.
As far as Mumbai-region is concerned, you can opt for Vidyalankar, Father Agnel's, KJ Somaiya
It's a maximum of 2.2 lakh per year
But if u have a decent percentage(~80) it will be reduced
