If your category is UR/OBC, then chances in state quota are very less but in SC/ST category, you might stand a chance in state quota.

Yes you do have a chance as the cutoff of ST category remains somewhat low. From All India Quota also you have chances of getting a seat in any government college. It may not be the best government college. But chances of securing a seat in government college

According to your rank you cannot get JNTU, Hyderabad or I should say good branch in top colleges. You can get good branch in any lower grade colleges. Like you can get CSE in MADHIRA INSTITUTE OF TECHNOLOGY AND SCIENCE.
