Sorry to say this but you cannot get CSE branch in JSS with this rank. As according to 2018 the cutoff for CSE branch in JSS the closing rank was 2095. But you can apply for jss after the counselling directly in college. After the counseliing JSS release
if you get a rank 15098 and belongs to general category you got a private college for pursuing B.tech in CSE, acoordance to with 4394 rank is achived in Obc category may be you get semi government college or government college.
