Yes you can get the govt. college by going throuhg the state quota counselling. It would be easier for you to get the govt. medical college if you go through state counselling than the all india counselling. The cut off marks for the state counselling for the 85% state quota

No this is not the process. After the choice filling is complete then on the basis of colleges filled in the list by the students colleges are provided to students, first to those who scored well and are high rankers in descending order.

dear aspirant your rank is not good enough to get good government colleges. you may get government college of engineering textile technology,serampore, government college of engineering and ceramic tehnology. you have a less chance of getting jalpaiguri govenment engineering college in civil stream in the decentralised round.

Yes definitely, you should wait for the second allotment.As your rank is quite good enough to get any of the college.As you have not get a seat in any college.So according to me you should wait for the second allotment.
