No this is not the process. After the choice filling is complete then on the basis of colleges filled in the list by the students colleges are provided to students, first to those who scored well and are high rankers in descending order.

The colleges are alloted first to top rankers and then move ahead.

Normally all the 15% quota seats get exhausted after a certain rank for each category. After two rounds if still there is vacancy then the seats are reverted back to the state to be included under state quota seats.
