Well your state is different and because of which you can not take benefit of state quota seats of both the states. That can be done with just one state.
But private college admissions is open for all MEET qualified students.

According to me Joyesh you can take admission in any college through out India but you get admission under 15 % All India Quota except in youf state. If you didn't score well than you can go with two option.
