Sorry but rank is quite high for BCOM HONS as the max rank that have reached in the 2018 was 3000 for GNGNO so you can aplly for the private university taking admission through IPU

The chances of getting a government seat with 421 marks are very low, as most government colleges require at lease 500+ marks, even considering your category and state quota. You do have a high chance of being waitlisted with your score, with a less chance of getting a seat.
