The validity of the OBC caste certificate is only one year. After one year it can not be used for any formal task. So the certificate which was allotted to you is not valid anymore.

Eligibility for MCA admission is any graduate but with mathematics as a subject in 10+2 or in any one year of your graduation. The qualifying marks differs from institute to institute from 50% to 60%. So if you fit in the above criteria you can apply for it.
