with this marks you should be able to get a seat there. but nothing can be said for sure, do particicpate in the mop round and see because last year even general category studentas with lesser marks were allotted seat there.

No there is no difference in college fees.
In the first round of counselling those with AIR 1–5000 are allotted seats based on their preferences. Now some may join and some may not due to variety of reasons. Supposing in the first round only 2500 seats are filled.

Yes you can keep both seats for choosing.
Once you get a seat in the counseling round, you can keep the seat at float and apply for 2 counseling round. If you got a seat in 2nd round too . Then you can choose between the two seats
