Actually, it varies from college to college. Some of the colleges offer admission to the students in the second year if you performed exceptionally well in the first year. However, it depends from college to college.

Yes, you are eligible for GATE, but you can only appear in the exam when you're in final year or after completing the course. Also, there is no minimum qualifying percentage for appearing in GATE.

there is no point of continuing your btech if you have already decided that you will change your college next year as most probably you will be able study for mhtcet with your btech first year studies.
its better to settle for the college you've got or take

Let me state at the beginning that there most of the reputed colleges offer admission based on entrance exams only. For example, participating institutes of JEE Main offer admission on the basis of JEE Main scores, while a Manipal may consider the scores of MET scores.
