No, the btech Candidate cannot directly pursue PhD. They have to finish M.E to pursue phD or they can do integrated phD, MS, etc..directly after finishing btech.

But in foreign countries it is available, there they can directly do their PhD after finishing btech.

The best city in North india with best placement and industry exposure to college are Kanpur and Mumbai.
