Bihar state quota for medical colleges is 85% and around 782 mbbs seats.
In order to be eligible for seating for state quota allotment you have to have domicile of that state.
Aspirant's parents has to be permanent citizen of that state for having domicile.
Or candidate must have completed their 10 + 2 from state itself will help you get domicile of that state.
So unless an until you have domicile of Bihar state you can not apply for state counseling

You can participate in the NEET MBBS/BDS counselling in the state of gujarat even if you are from any other state (non domicile candidate). While registering, register yourself as 'other state' candidate. You will then be eligible for the management seats in private medical colleges of Gujarat. Since neet 2020 performance is higher compared to previous years , this year you need to have 600+ marks to get government medical colleges in and all India qouta.
Cutoffs changes every year depending upon factors like difficulty level of examination, no of candidate's applied, seats available, their marks etc.
This year neet cutoff is expected to be much higher than previous years and that's why you were not able to get aiq seat.
You can try for state qouta and based on previous years cutoff you have decent chances to get admission for mbbs program in state qouta, but we cannot be sure.

You haven't mentioned your category, as each one has different cut-offs, anyway presuming you to be General, last year the least marks required to secure a GMC seat was 577 marks for Government Medical College, Bettiah and you are short of merely few marks, but you may get other colleges such as Katihar Medical College, Lord Budha Koshi Medical College and Hospital, Madhubani Medical College,Narayan Medical College and Hospital( Sasaram)in case you belong to SC/ST there are greater chances of getting GMCs through state quota as well as AIQ.

Bihar NEET counselling will be conducted in two rounds in online mode. The process of counselling will start from 7th of November 2020. The process will begin with the filling of application forms.
