An EWS Certificate issued by a local authority with duly signed and attested is good and considered authentic enough. Even if it is at Tehsildar or SDO level, it is still considered good.
You will need 3 documents:
1. DOCUMENTS FOR DATE OF BIRTH: You have to provide any of the mentioned documents as said above in the article body.
*Birth certificate under the Birth. Death and Marriage Certificate Act. 1969.
*Hospital/Auxiliary Nurse and Midwife.(ANM) register record.
*Anganwadi Record.
*Declaration of age of the child by the parents or guardian.
2. DOCUMENTS FOR PROOF OF PRESENT RESIDENTIAL ADDRESS:-
*Ration card in the name of Parents having name of the Child in Ration card.
*Domicile certificate of child or his/her parents.. .
*Voter ID card of any of the parents.
*Electricity Bill/MTNL telephone bill/Water bill.
*Unique Identity Card (Aadhar) of Mother/Father/Child issued by Govt. of India.
*Passport in the name of any of the parents or child
3. DOCUMENTS FOR PROOF OF ECONOMICALLY WEAKER SECTION (EWS):-
*Income certificate issued by a Revenue Officer not below the rank of Tehsildar
*BPL Ration Card (Yellow coloured)
*AAY Ration Card (pink coloured)
*Food Security card.issued by Food & supply Dept.(GNCT of Delhi)
With these documents you can prove that you belong to EWS category.
Hi. As you stated that you are a domicile holder of the state of Bihar, you are definitely eligible for state quota for MBBS/ BDS admissions in Bihar. Here is the previous year's cut off for MBBS in Bihar for EWS category
Anugrah Narayan Magadh Medical College and Hospital, Gaya- 578
Darbhanga Medical College, Laheriasarai- 593
Government Medical College, Bettiah- 576
IGIMS, Patna- 605JNMC, Bhagalpur- 585
As you can see, you have a fairly good chance to get into most of the medical colleges in Bihar. You should go for the state counselling and attend all the rounds.

See it is little bit difficult to predict exactly whether you will get seat in government college or not because different colleges have different cut-offs for State quota and All India Quota. Also, cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
But if we go through previous years NEET cut-off trends in Bihar then there are good chances for you to get seat in some of the Private medical colleges or deemed universities but not in good in GMCs, the reason being is last year the lowest cut-off marks was 577 for Government Medical College, Bettiah under Home State quota for General category.

Hey dear, seeing last year's cutoff which went very high that even students getting 500 marks were unable to get govt. Mbbs colleges. Since your score good and you belong to general category, so you have good chances for mbbs in state quota, cutoff varies year to year, may be you can have good chances in all india quota too, just stay tuned to counselling. You haven't mentioned your Category. Nevetheless, in 2019, under All India Quota, the cut offs for Doon Medical College under various Categories have been as follows:
General Category: 599
SC:492
ST:470
So with a score of 587, for a seat in DMC if you belong to General Category is tad difficult. But if you belong to Reserved Categories, you do have decent chances. Having said that, this is based on 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam.
