As you mentioned, your AIR is 22925 and as you can see the information

In 2019, under State Quota, a score of 560 secured an EBC rank of 250 and an All India Rank of 19908. And 582 marks secured a BC rank of 289 and an All India Rank of 12473. So 560 marks also more or less have the same State Rank.

As you said you are from Bihar, you do not have a domicile certificate for the state of Uttar Pradesh. Only domicile holders of a particular state are eligible for the state counselling (85% state quota) of that state. Rest of the 15% seats are available through All india quota
