No, BITSAT is a completely separate examination for admissions to only BITS colleges in Hyderabad, Goa and Pilani.
There is no relation with the number of time you can take BITSAT to the number of times you can take a govt examination since BITS is a private organisation.

BITSAT is a 3 hour online entrance exam for Admission to three campuses (Pilani, Goa, Hyderabad) of Birla Institute of Technology and Science, Pilani.
BITSAT Exam has 150 MCQs divided into four sections, i.e. -
Eligibility is 75% aggregate in Physics, Chemistry and Mathematics. Apart from this marks in each of the three should be greater than 60.
Application Fee is 3300 rupees and BITSAT is held only once per year.
The last date for filling BITSAT 2020 is 31st March and the exam is scheduled to be conducted between 16th-25th May 2020.

Application fee for BITSAT exam is as follows:-
For female category the application fees is 2800 rupees.
For male category the application fees is 3300 rupees.
And it is different for Dubai students.

According to the criteria of BITSAT ":
Only Students who are appearing for 12th class examination in current year or who have passed 12th class Examination in the previous year are eligible to appear in the BITSAT-2020 test.
Yes! you are Eligible for BITSAT 2021 . But you can't give BITSAT any further ( I.e, you cant give BITSAT 2022) .

BITS is the institution which offers dual degree for the student. With dual degree course, you obtain two degrees in just 5 years by studying both simultaneously. It is very good for those who don't know what exactly they want to do in their future. So it is a good idea of doing dual degree from BITS as BITS is a very renowned institute of India.

BITSAT is an online entrance exam for admission to various campuses of BITS. It is scheduled to be conducted between 16h-25th May. The results/cutoff are expected to be declared by 20th June.
After the result are out, candidates who clear the cutoff will be required to register for BITSAT Counselling. After registering they have to fill personal details, individual marks scored in subjects during class 12th Board Exam, fill the branch and campus preference, filling marks secured in BITSAT and payment of counselling fees.
Seats are alloted in several rounds according to marks scored in BITSAT. After you are alloted the seat you can lock it by making the payment of seat.
