As the the board criteria for getting admission on the basis of JEE Main B.Arch/B.Planning, the candidate must have secured an aggregate of at least 50% in his/her respective board exams. So, as you have scored 60%, you satisfy this criteria to get admission.
Now, to get admission on the basis of these two exams, you will have to apply for JoSAA counselling, and then on the basis of your rank, you will get admission into some of the NITs.

There are two main criteria to get admission into one of the NITs. One is to satisfy the board criteria and the other is JEE Main percentile/rank.
So, as you said, you have scored 338 then it calculates above 65% (out of 500), so you clearly satisfy the board eligibility criteria.
So, you can apply for JoSAA Counselling, on the basis of your rank and your category, you will get allotted a particular branch in a particular college as per the choices filled by you in the application.

You cannot apply for board examination without college because you will be recognized as studying at that particular institution and your attendence will be counted so you must join and go to college for writing board examination qnd you cannot apply for it on internet.

The improvement exam is given for the specific subject only in which you wish to improve your grades, better than your original ones. It's not required that you have to give improvement exam for every subject.
In the subjects you feel that your marks need to be improved, just fill up the improvement exam for the particular subject.

To be eligible for admission in NITs one needs at least 75% marks in aggregate in class 12 if belong to general or obc category or at least 65% marks if belongs to SC/ST or must be in the top 20 percentile in class 12 examination.
Now , tou have got 74.6 percent i.e less than 75% so you are not eligible for NITs if you belong to general /obc category but if you belong to Sc or St category then you are eligible for NIT as your percentage is greater than 65%
