I believe that the state of Karnataka has good medical institutes that are affordable and give high-quality education, as well as excellent facilities and infrastructure. St Johns Medical College, JNMC Belgaun, KIMS Bangalore, and MS Ramaiah Medical College are among them. The costs for most of these institutes are from 6 to 8 lakhs per year, but this changes from year to year. KIMS Bangalore has the lowest fees, at 1.15 lakhs per year, but competition is fierce, as it is ComedK's best institute. To get counselling, you must first register with COMEDK UGET Counselling and follow the procedures.
In terms of cutoffs, I believe a 480-500 in General Category guarantees you a seat in one of ComedK's 10-12 Good Medical Institutes.
Apart from Karnataka Medical Schools, the following schools have a lower cutoff than AIIMS and other government institutes, with cutoffs of approximately 500-600 and affordable costs.

Most probably it means the fees of the college.
Budget is nothing else but some people us it to tell overall fees the students is capable of paying it or not.
So while seeing 'budget in software engineering colleges' you can take it as fees of the college you are concerned about.
Rest it would have been better if you could have mentioned the name of the college too, then only we could have helped you more accurately.
But Budget is fees that you will have to pay and the living cost overall in that college is what it is called.
