As you mentioned that you have had payment issues, so I suggest you try make payment after some time or the next day. And if you have paid the amount but doe not get confirmation then wait for some days, you will get your money refunded.

The officials have not yet released the schedule but the last date to apply  for CAT 2022 will lie on Third Week of September 2022. The Indian Institute of Management, (IIM) will start IIM CAT 2022 registration from the first week of August. Candidates will be able to fill out the CAT application form 2022 in online mode on the official website- iimcat.ac.in. Keep an eye on the official website or the link below for the latest information. CAT Registration Fees of Rs 2200 for General and NC-OBC candidates and Rs 1100 for SC/ ST/ PwD category

This is to inform you that while you get an option to select colleges , IIM and other B schools during your registration you get call from these only which is why form is released again in order to edit or correct any mistakes which were done during form filling.

You have not mentioned the name of any examination so I can not elaborate much about it. But if you have registered for any state level examination then it's absolutely ok even if you have submitted the state obc certificate. In case it's an national level examination you can carry an affidavit during the document verification claiming that you have the central OBC certificate and you have mistakenly mentioned the state OBC certificate. You need not to worry as in both the cases there would be absolutely no problems.
