For admission to Delhi University your best four percentage will be taken into consideration if the course is accepting admission on the basis of merit in the qualifying examination i.e. 10+2 that B.Com. does. So if the percentage mentioned by you is the aggregate percentage of those four subjects in which you have scored maximum marks in comparison to other one or two subjects then on such percentage you have very low or almost no chances of getting B.Com (//B.Com) . in Hansraj College because the cut-off for B.Com (//B.Com) . goes around 99% for General category .
Along with above prediction kindly keep a note that above prediction is totally on the basis of previous year's cut-off and the cut-offs are bound to change depending upon various factors like :
==>> Number of registered candidates
==>> Candidates from each category
==>> Top score
==>> number of seats available in the particular college.

Yes, definitely you can pursue 12th standard with UP Board. But for that you need to show your 11th pass out certificates to get admission to school or college under UP Board.
Moreover, you need to get your migration certificate from CBSE Board as well because you are changing your board from CBSE Board to UP Board.
And the migration certificate you can get from your respective school from where you have passed your 11th standard or you can contact or mail CBSE to issue you migration certificate, but your school authorities approval will be needed.
Also, only your one 12th will be liable either from CBSE Board or UP Board, that you have to decide.
You can't carry both 12th class certificates from different boards. Only one from both(CBSE or UP) will be acceptable.

Regarding your concern, Yes, you can take up science stream in class 12 if you have done Cbse Board from science stream. Not only science stream, if you want you can change upon your desire.
Afterall, in the end only your dedication and hardwork matter. Thereupon, you can change the present or can select any steam.

CBSE board And State boards come under different authorities. The CBSE board comes under the Central Government and the UP board comes under the State Government ,hence the the state decides the curriculum. Even though there some similar chapters in books of both the boards but the syllabus and the books they follow are completely different from each other. So yes,there is a difference between cbse board English and Hindi and UP board books.

But at 40-50 marks in jee main you will not able to get a college as your score is very less
I suggest you to prepare for the next attempt so that you score more marks

If you are going to take admission in any college and if they will ask you for the domicile certificate then they will definitely ask you for your parents certificate not your's. So if your Parents domicile certificate are from UP then you will come the home state of UP.
And if you want to take admission in Rajasthan then your 12th marksheet in enough to show that you are resident of Rajasthan, and if they ask you for the domicile then you need to submit the domicile of your parents.
And there is not any such type of Central domicile exist, it happens only with caste certificate.
