As your query is you want to know that whether there is any quota for CBSE students in TNEA counselling for is there is same counselling of cutoff for both CBSE and state board students there is no any such difference.

Yes you can choose mathematics as elective it has no relation to your subjects in your intermediate. If you think you can do good in it then you can choose it.

Hello,

If you are a general category student you do not qualify the eligibility criteria for admissions in any of IIT's/NIT's/GFTI'S. 

But you will be able to get a seat if your marks are in top 20 percentile of your respective board in which you have passed your class 12.
