Deemed to be Universities enjoy full autonomy or independence in deciding courses, syllabus, admissions and fees. Some Deemed to be Universities can also grant degrees on their own. Deemed-to-be Universities, which continue to perform well, can get the status of a full-fledged University.

Autonomous institutes and colleges exercise independent control over their daily operations, syllabus, courses offered and admission procedure. They fall under the administrative control of Department of Higher Education (DHE), MHR Autonomous Colleges need to be affiliated to a certain university. These colleges can conduct their own admission procedure and exams. However, at the end of course completion, they cannot issue their own degree or diploma. The final degree or diploma is issued by the affiliated university.Autonomous Institutes, like deemed-to-be universities, enjoy full autonomy or independence in deciding courses, syllabus, admissions and fees. A state university can be said to be a university that has been set up or established by the State Act or even in some cases by the Provincial Act for state Universities set up before Independence of India. These universities were the sole responsibility of the state including the dispersion of adequate grants and funds which are essential in running the university. The funds are also supplied in the form of planned and un-planned grants which are essential in the operation of the university at its highest level. Another amendment in the Act of 1950 was passed in 1976 which divided the responsibility of the universities among the state and central governments.  The state universities are also responsible to conform to the guidelines set up by a body known as the University Grants Commission (UGC) except in some special cases.The fee structure and the course structure are regulated and streamlined in case of the state university. The students who study in state universities sometimes belong to very poor families and this regulation, therefore, helps to keep the fee structure for education down in the state universities A central university is established by an Act of Parliament and are under the direct purview of the Department of Higher Education (DHE) under Ministry of Human Resource Development (MHRD)  .They Conduct their own admission process,Can decide their own syllabus,Conduct their own exams, Grant degrees to the students.

All the 31 NITs are central government funded and come under central government only. They accept students on the basis of mainly JEE Mains percentile. They also have a state quota for the states they are situated in.

I hope you are doing good. I would like to know you that in University of hyderabad the mca duration is reduced to 2 year whereas the central universities like du,bhu the mca duration is the same. In maharastha colleges , GGSIPU(delhi govt state university) mca is now reduced to two year. If we talk about nits , then nits is an independent body its does not work according to aicte  so they havent reduced it yet . If you want to do 2 year mca from nit then nit patna could be the option

Hey,. The Central University aa the name suggests comprises of all major courses in various different streams. The university comprises of department for different stream for student to take admission in.

The Central University comprises of courses related to BSC, Bcom, BA, BTech in undergraduate course. Apart from that they also consists of master or post graduate courses for students.

A common entrance test for Central University common entrance test set that is skill set will be taken under the jurisdiction of NDA National testing agency for a unique entrance test for the admission in 41 central universities for undergraduate and graduate post graduate and PhD program. But for this year only undergraduate programme admission Test will be taken under CUCET 2021. This has been decided by the UGC according to the new education policy 2020 which has taken this admisssion  in one single entrance test for 41 central universities.

This CUCET exam will be taken also for Banaras Hindu University , Jawaharlal Nehru University and Delhi University also.
