There are several entrance examinations which you can appear for in the coming academic year 2021, but a lot depends on your choice and interest.
Since you have taken PCB in your class 12th, so the first exam I can opt for is the medical examination or neet, you can also opt for JE exams if you have maths as a optional subject. Other entrance examination such as VIT, BITSAT are some other examinations which we can look for.

*Firstly I wanna talk about the state universities which are owned by state. They are mainly for the students of that particular state, and have special state quota for the people of that particular state. Although other state people can also join these universities. These take admission through an entrance test held for admission to that univeristy only, with centres in that particular state only.
*A central university is one, which is a national university. There is no state quota for students admitting to this university. However there is some caste and gender quota. These universities function at national level. The funds and other facilities are provided by government of India, and not any particular state.
*In general the national universities are preffered over state universities, probably due to there better recognition.

Yes, you can do that by giving the initial deposit an only appear for government colleges and central universities in the first round. Later on you could apply for Deemed universities after paying amount of 2lakhs in the second round. Counselling for government and central colleges are conducted by MCC and for deemed universities it is conducted by DGHS on behalf of MCC so both are separate and there is no issue in apply for both.

As far as M.Sc. Chemistry is concerned, apart from IITs, most Public Universities have similar courses and curriculum, however I still believe Hyderabad University will be a better choice than Pondicherry University. Yes, you are eligible for AIIMS Seats but not for 15% All India Quota Seats of other GMCs.
According to Counselling Scheme Brochure of MCC, the Candidates from the J&K Union Territory are eligible for the Counselling of following Medical Colleges:
1. All AIIMS
2. JIPMER
3. BHU
4. Deemed Universities
So according to this, you can register for MCC Counselling, but Round 1 and Round 2 Counselling process is already over and next round is Mop-up Round and the Possibilities for Vacant Seats in Mop-up Round for AIIMS, JIPMER & BHU is very low.

It seems that you have made in your Date of Birth a mistake during online application form process which is not being corrected by you at that time. You don't have to worry about this, as this is not a big problem because sometimes it may happen during filling online applications. You can write an email about mentioning this issue before attending your counselling or you can talk about this at the time of your counseling. This will definitely be corrected.

see cutoff score changes every year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix, students category, choice of stream etc. The authorities release CUCET cutoff lists which also contain the name/registration/form number of the candidates. Candidates whose names appear in the merit list/provisional result/cut off list of CUCET, have to further register and participate in the counselling in online/offline mode. CUCET cutoff can be different for the same programmes at different central universities. NEET counselling is divided into two steps one is state quota counselling and allanother is All India quota counselling which is conducted not byNTA but by MCC Medical Counselling Committee.
The the free exit option can be availed of by a NEET qualified candidate for the first round only. In any condition the candidates retaining of seat in first round can be transfered to 2nd round of counselling.
