Look, both these colleges have pros and cons but still Chandigarh university would be better to pursue CSE.
the college life at Chandigarh university is very pleasant.
the placement record and the packages are much better than at sharda university. Living in Chandigarh is itself a great experience. They have excellent placements and variety of co curricular activities too. Faculty and staff is very helpful and kind. You can surely go for it.

Among the two choices you have, chandigarh university is way better than YMCA faridabad in all aspects.

Chandigarh university has a very nice and big campus . Placement record of CSE of previous years is also better as compared to YMCA.

it also has higher rating than YMCA

The eligibility criteria for appearing in UPSC  or any state PCS or any other government exam, a candidate should have passed 10 + 2 from recognised board and undergraduate degree from a recognised University. A Masters degree is additional study and it has nothing to do with eligibility for UPSC or any other government exam.
