Congratulations for getting good rank in JEE mains 2020. If your EWS category rank is 77000 then you have very very less or no chances of getting admission into this institution because the cut offs for every branch in GGU Bilaspur for EWS rank is nearly between the range of 5000 to 10000 so your chances are very much low.

There is only one government college in Chhattisgarh offering BHMS course. That one govt. college is Pt Deendayal Upadhyay Memorial Health Sciences and Ayush University of Chhattisgarh, Raipur.

The chances of getting seat in NITs is difficult except in your home state. In 2019 a candidates with SC category rank 1753 secured seat in B.Arch in NIT, Raipur under home state category. Considering previous year cut off you may have chances of getting seat in NIT, Raipur but cut off changes every year depending on number of candidates appeared, difficulty of exam and number of seats available.

If you were to apply through AIQ, you would have gotten any seat as per your merit. But as a non domicile candidate from UP, yes, you can attend the counselling for MBBS or BDS courses in medical or dental colleges in Chattisgarh by applying on their official site. You will be eligible for only the management seats in private colleges.

If you take admission any medical college there are some bonds always present.
It will differ from college to college. Now in CCM Durg college, chattisgarh have two bonds.
One is discontinuation bond and another one is rural service bond.
If you are not continue the studying then you will pay some amount for it, it's the rule of discontinuation bond and rural service bond is mainly after completing mbbs you will service some rural area for this college. And same thing applicable for this bond also if you are not continue the rural service work then pay some amount to this college.
