Yes, you can change your stream of engineering after completion of diploma. Diploma candidates are eligible to apply for Lateral Entry Entrance Test. The eligibility criteria for LEET examination is as below:
>>Candidate must have done diploma from a recognized institute.
>>You should have minimum of 60% marks in diploma to apply for LEET exam.
The application form for LEET exam is released generally in March to April and examination is conducted in May. You can visit official website of your state technical university for latest updates about LEET exam.

Hope you are doing well. It's a very good to listen you're going to start preparing for upsc cse exam along with your studies.
So coming to the question for giving upsc cse exam as you must be knowing that there's no any specific stream. So if you want to do bachelor in arts do BA hons in that subject which you want to make your optional subject in upsc cse mains exam. It will be helping you as the subject you studied for 3 years then definitely you'll be having edge upon it and you can excel.

See for most of the diploma course the time period for completing the course is 5 years. For example if you are admitted in 2020 to the 1st year of Diploma then your course must end on 2023 but if you can't complete then you have to complete the course with in 2025 to get the diploma on the same basis of registration. So if you have the 5 years period from your admission then you should contact your college and get it discussed, they will guide you out.

NIT warangal(nirf rank 23) is ranked higher in nirf ranking than mnnit allahabad(42) so you may have an inclination towards nit warangal but mind that nirf ranking does not tell the full story you should keep in mind that mnnit allahabad has highest average package among all nits also in the recently declared atal innovation ranking mnnit was ranked 10th ahead of many top iits as well now talking about the branches you are stating so in the current scenario civil has better prospects but yes metallurgy is also an evergreen branch so first clear yourself about the branch you are comfortable with but looking at the overall scenario nit allahabad civil would be a good option though final decision will always be yours.

See NIT Puducherry is much better in terms of academics than TIU, Kolkata. So if you want to get a better infrastructure and academic environment, NIT Puducherry will be better.
Now you know CS have a good value in the market. The placement ration of TIU is moderate for CS and the packages aren't that great (Rs. 3.2LPA to 5LPA) compared to this NIT PUDUCHERRY is much better. The average placement package is around Rs. 6LPA and also you will get both core and non-core job scopes.
